Mark Your Calendars: Dual-Choice Enrollment for Plan Year 2003; Health Insurance Newsletter Coming Soon!

We take this opportunity to announce the dates surrounding the Dual-Choice Enrollment period for Group Health Insurance coverage in 2003. Watch for subsequent Employer Bulletins containing more detailed information and instructions.

Dual-Choice Enrollment Period Set for October 7-25, 2002

State agencies and local employers who participate in the Group Health Insurance Program should mark their calendars. At the April 16 meeting, the Group Insurance Board approved the Dual-Choice Enrollment period for 2003 coverage to be held

October 7-25, 2002. During this period, currently insured employees may switch from one health plan to another plan or from single to family coverage without restrictions. All coverage changes will be effective January 1, 2003.

Attend the Dual-Choice Kick-Off Meeting: October 1, 2002

Each year ETF offers a Dual-Choice "Kick-Off" meeting so that state and local employers, payroll and personnel representatives, health plan representatives and ETF staff may share information and discuss procedures regarding the Dual-Choice Enrollment period. The 2003 Dual-Choice "Kick-Off" meeting has been scheduled as follows:

Below is a map showing directions to the Conference Center Building in Madison. Follow Packers Avenue to Northport Drive. Northport Drive becomes Highway 113. Turn left on Troy Drive (at the PDQ Store). Take Troy Drive to North Road and turn left. Take North Road past the Engineering Power Plant and turn left.

Parking is available in several locations:

  • Behind the Engineering Power Plant next to Building 107. Follow the service road from the parking lot to Lorenz Road. The entrance to the Conference Center is on the far-left side of the building.
  • On Main Road between the Administration Building and Lorenz Hall.
  • On Memorial Drive in front of Goodland Hall.

Arrange Dual-Choice Health Fairs Early

Representatives from group health insurance plans will be available to provide information and answer questions at employer health fairs. Local employers and state agencies are responsible for arranging their own health fairs. Please make sure to allow plenty of time for the It's Your Choice books to arrive before you schedule your fairs or meetings with staff.

STATE AGENCIES ONLY

If you wish to have your health fair dates and times printed in the 2003 It's Your Choice booklet, contact Mary Hensen at (608) 266-8411 by August 2, 2002. Please coordinate dates and times of your health fair with other agencies. This will allow plan representatives to attend health fairs throughout the state.

Updated Plan Contact List

Attached to this Bulletin is an updated copy of the Health Plan Contacts sheet (ET-1728) revised 05/2002. This list contains each Plan's contacts for membership and coverage, claims, supplies, employee assistance program and complaints/grievances.

New Group Health Insurance Program Newsletter Coming Soon

On behalf of the Group Insurance Board, ETF has created a newsletter for participants in the state's group health insurance program. The newsletter will be published in May, September and January. It is intended to educate members and provide awareness of current issues about health insurance as it affects them. We will spotlight issues under discussion or implementation that will affect members of the health insurance program. Accompanying articles will contain information on health and wellness, legislation, rising health care costs, benefit design issues, health plan information, and much more.

Employers will receive copies of the first Health Insurance Newsletter later this month for distribution to active employees. ETF will mail the same newsletter to annuitants and continuants. Further questions about the newsletter can be directed to the Employer Communication Center at (608) 264-7900.
