Income Continuation Insurance Plan Updates
Changes to Reporting of Part-time Earnings on the Income
Continuation Insurance Report of Employment and Earnings (ET-5901)
At the November 13, 2001 Wisconsin Group Insurance Board meeting,
the Board approved an amendment to the State and Local Income Continuation
Insurance (ICI) plans regarding the offset of part-time earnings
to the ICI benefit. The adopted change is to base the part-time
earnings offset on the date of the check or wage payment
rather than the payroll period.
The Department has revised the Income
Continuation Insurance Report of Employment and Earnings (ET-5901)
to reflect this change. The revised reports can be found in the
Employers section on the Department's Internet site, etf.wi.gov.
Employers that do not have access to the Internet can order forms
from CORE through the use of the Income Continuation Insurance
Forms/Booklets Order Form. Please discard any previous versions
of the reports and begin using the revised form beginning June 30,
2002.

STATE AGENCIES ONLY: All Long-Term ICI Benefits to
be Paid Monthly
The State ICI plan has always indicated that long-term ICI benefits
would be paid on a monthly basis. Therefore, beginning July 1, 2002,
all part-time employees who are receiving long-term ICI benefits
will be paid monthly, with checks dated the first of the month after
the benefit month (e.g. July 2002 benefits will be paid on a check
dated August 1, 2002). Part-time earnings will be offset based on
the date of the earnings check.
Affected employees will be notified in a separate mailing concerning
this change; there are less than 40 of them.
