Update ICI Premiums on May 1999 Report

Local employers offering Income Continuation Insurance (ICI) are reminded to update payroll records and calculate new ICI monthly premiums, which were effective March 1, 1999. The premiums are based on calendar year 1998 Wisconsin Retirement System (WRS) earnings and the waiting period selected by each employe.

The updated premiums should have been reported on your March 1999 Income Continuation Report (ET-1629), which was due at the Department of Employe Trust Funds (ETF) on or before Monday, February 22, 1999. Some employers have already completed the update to their March 1999 monthly report. If you have not completed this report due to the anticipation of this bulletin, please complete the update and include the necessary adjustments for these updates on your May 1999 report due Tuesday, April 20, 1999.

If you are updating the report at this time, please write "Annual Review and Update Completed" on the bottom of your May 1999 report to indicate that you have completed this process. The following instructions may be used to complete your review and update of ICI premiums. This is also discussed in Section 608 of the Wisconsin Public Employers ICI Administration Manual (ET-1145, REV 6/95).

  1. Determine each insured employe's WRS earnings for 1998. If an employe was newly hired or had an interruption in earnings of three consecutive months or more, the WRS earnings for 12 months will be an estimate.
  2. Verify that you are reporting employes by the correct waiting period.
  3. Use the guidelines listed in the Wisconsin Public Employers ICI Administration Manual (ET-1145, REV 6/95) to calculate the amount of the monthly premiums for each employe (Chapter 4) and employer contributions (Chapter 5). The current premium rates are attached to this bulletin.

Please Note: When an employe has a permanent change in the percentage of appointment, such as a change from part-time to full-time employment, premiums must be adjusted at the time the change occurs.

If an adjustment was not made at the time the change in appointment occurred, payment of the additional premiums -- or refund of overpaid premiums -- should be made retroactive to the date of the change on the May 1999 report due April 20.
