Amendments to Income Continuation Insurance Plan Announced
Decision Effective June 29, 1999
Group Insurance Board Changes Definition of Short Term
Disability
The Group Insurance Board (GIB) recently changed the definition
of short-term disability under the Income Continuation Insurance
(ICI) contract. Effective June 29, 1999 claimants need only be disabled
from their own occupation to meet the definition of disability
for ICI benefits. Previously, claimants who were disabled from their
own occupations yet could still work in a "like occupation"
were denied ICI benefits.
Decision Effective August 24, 1999
ICI Coverage while On Leave Increased from 24 Months
to 36 Months
The following policy change is effective for leaves of absence
taken on or after August 24, 1999: The maximum time Income Continuation
Insurance (ICI) coverage can be continued has been increased from
24 to 36 months. There is one exception: Insured employes who go
on union service leave, as defined under Wis. Stats. § 40.02
(56), may continue to be insured for the duration of that particular
type of leave.
Changes Effective November 1, 1999
Monthly Premium Contribution Rate Correction Notice
The attached pages contain contribution rate tables detailing the
employer contribution rates and employe minimum monthly contribution
rates for those whose Wisconsin Retirement System (WRS) earnings
in the previous calendar year were $55,000.01 or higher. This information
was erroneously omitted from Employer Bulletin Vol. 16,
Local B (March 30, 1999). We ask that you use these premium
rates for any employe whose coverage becomes effective on or after
November 1, 1999. For employes already covered by the ICI
plan, use these rates when you update employe payroll records and
calculate premiums effective March 1, 2000.
Please add the following premium rate tables to your copy of the
Wisconsin Public Employers ICI Administration Manual
(ET-1145, REV 6/95). Chapter 4 of the Manual shows you
how to calculate the amount of monthly premiums for each employe;
Chapter 5 shows the minimum employer contribution amounts.

Local Government Employes Income Continuation Insurance
Booklet Updated
The Local Government Employes Income Continuation Insurance
booklet (ET-2129) was revised and expanded in July. The new version
includes, among other things, the amended definition of short-term
disability and the correct premium rates. We recommend you request
a supply large enough to distribute a booklet to each of your insured
employes. Please destroy any old booklets you may have on hand.
To request a copy for each insured employe, call our Supply and
Mail Services number at (608) 266-3302. A recorded message will
prompt you to provide your employer name, seven-digit employer identification
number (starting with 69-036-four digits) or address, your phone
number, the form name and number, and the quantity requested.
Most employers will be contributing .375% of the employes'
average monthly earnings. The following chart shows the amount of
employer contributions for salary ranges based on the .375% contribution.
