Employe Reimbursement Accounts and State Group Life Insurance
Employe Reimbursement Accounts (ERA)
No Change in ERA Administrative Fees in 2000
The administrative fee for the year 2000 Employe Reimbursement
Accounts (ERA) Program will remain at $.60 per month for each health
insurance contract that has an employer-paid share reported to the
Department of Employe Trust Funds (ETF). Agencies should report
the total fee (number of contracts x $.60) via the State Health
Insurance Summary (ET-1608) form. Even if an agency has no
employes enrolled in the medical expense or dependent care reimbursement
portions of the ERA program, the agency is still responsible for
its share of ERA administrative costs. For most state agencies,
employer FICA savings due to pre-tax funding of premiums, which
remain in agency fringe benefit lines, will more than offset ERA
fees.

ERA Open Enrollment
October 4 – November 5, 1999
Open enrollment for the ERA program for the 2000 plan year is set
for October 4 to November 5, 1999. All eligible employes who wish
to participate in the Medical Expense and/or Dependent Care Reimbursement
Accounts in 2000 must have their enrollment forms postmarked by
November 5.
ERA enrollment is via paper form only. Each state agency will receive
a supply of booklets and enrollment forms by mid-September. The
booklet may also be found on the ETF web page at http://badger.state.wi.us/agencies/etf.

State Group Life Insurance
No Change in Life Insurance Rates for State Employes in
2000
The Group Insurance Board recently approved keeping 2000 premium
rates the same as they were for 1999. The employer share of premiums
will remain at 63% of employe premiums for basic coverage and 35%
of employe premiums for supplemental coverage. Spouse and dependent
coverage remains unchanged at $2.00 per unit of coverage.
