Response Required: 2017 Benefit Change Distribution

Here is a link to an addendum to the It’s Your Choice 2017 decision guides. This addendum must be printed and inserted into any remaining inventory of printed IYC 2017 decision guides. If the addendum is not physically inserted, employers must create a process to ensure that the addendum is distributed along with any new guide distribution.

Electronic Distribution of the Addendum
Employers distributing the IYC information electronically must incorporate the following as part of their electronic distribution procedures:

  1. Develop a list of all eligible employees and use that list to match against their file of employee email addresses.
  2. Verify the list and then send the employee an email (sample email provided below) with the link to the addendum. Employers should send the email with a “return receipt.” This will establish a record of when the employee opened the email.
  3. Due to federal regulations, employers must retain the list of employees who received an electronic copy of the IYC materials. For each employee who receives an email message, the employer should receive a “reject” notice if the email address is no longer in existence.

The online versions of the IYC 2017 decision guides and the 2017 certificates of coverage, along with related benefit information on the ETF website, have been revised to reflect this change. The links to the online IYC materials have not changed. If these materials have been saved in a directory for employee reference, employers should replace saved copies with the revised versions.

Note: Employees who do not have access to a computer and employees who receive the electronic distribution but request a paper copy, must be given one.

Effective February 1, 2017, the following exclusion is reinstated for participants of the State of Wisconsin Group Health Insurance Program and the Wisconsin Public Employers Group Health Insurance Program:

Section IV. Exclusions and Limitations of the 2017 Uniform Benefits:

1. Surgical Services

c. Procedures, services, and supplies related to surgery and sex hormones associated with gender reassignment.
