2015 HSA Program Fees
(For State Employers Only)

The Health Savings Account (HSA) employer administrative fee will be $0.05 per health insurance contract for the 2015 benefit plan year. Note: This is a reduction of the fee previously estimated to be $0.30. The HSA administrative fee will be a separate line item on your health insurance invoice.

The method of collecting this fee will be identical to that of the FSA (formerly ERA) program, but there is one exception: Graduate Assistants are not eligible for the High Deductible Health Plan or HSA.

State agencies will be responsible for HSA administrative costs, even when an agency has no employees enrolled in the HSA program. For most state agencies, employer FICA savings due to pre-tax funding of premiums, which remain in agency fringe benefit lines, more than offset the HSA fees.

The employer HSA contributions ($170 for single and $340 for family) and the employee payroll deductions will NOT flow through ETF as is the case with the FSA programs and the ETF Form ET-1516.These HSA transactions are between the Payroll Processing Center and TASC. TASC will be communicating what is needed to the Payroll Processing Centers.
