Income Continuation Insurance Clarification

Local Employers
The following is clarification with regards to recent interpretations of 2015 Wisconsin Act 55 that pertain The following is clarification on 2015 Wisconsin Act 55 that pertain to the Income Continuation Insurance (ICI) program:

If you offer your employees the state’s ICI program, note:

  • There will still be a six-month WRS service requirement to be eligible for ICI coverage.  Act 55 did not change the eligibility requirements for local government employees.  (Elected officials will still be eligible immediately.)
  • After the six-month waiting period, ICI coverage will be effective on the first day of the month that first occurs during the 30-day enrollment period. (Instead of coverage being effective on the first day of the month which begins on or after the date the employee’s application for coverage is received by the employer.)

Additional information on the ICI program will be provided in the annual ICI bulletin to be issued within the next month.

The chart below shows examples of a member’s enrollment period and coverage effective date, based on their hire date and whether they have six months of service.
