Income Continuation Insurance Clarification

State Employers
The following is clarification on 2015 Wisconsin Act 55 that pertain to the Income Continuation Insurance (ICI) program:

  • There will no longer be a six-month WRS service requirement to be eligible for ICI coverage. This is effective January 1, 2016.
  • ICI coverage will be effective on the first day of the month that first occurs during the 30-day enrollment period. (Instead of coverage being effective on the first day of the month which begins on or after the date the employee’s application for coverage is received by the employer.)
  • The ICI coverage effective date for all WRS-eligible employees with a hire date between July 1, 2015 through December 31, 2015 who apply (or have applied) for coverage will be January 1, 2016.

Additional information on the ICI program will be provided in the annual ICI bulletin to be issued within the next month.

The chart below shows examples of a member’s enrollment period and coverage effective date, based on their hire date and whether they have six months of service.

*Applications are due by the end of the enrollment period.
**The statute (§40.61 (2)) changing coverage effective date to “the first day of the month that first occurs during the 30-day enrollment period” does not go into effect until 01/01/2016. At that point, coverage effective dates will no longer be affected by the date the employer receives the application.
