State of Wisconsin Group Health Insurance - HDHP/HSA changes in myETF Benefits

The Group Insurance Board approved ETF’s recommendations related to the administration, design and eligibility criteria for the High Deductible Health Plan (HDHP) and Health Savings Account (HSA). By statute, the new plans go into effect on January 1, 2015. The HDHP will be an available option for all eligible state employees and annuitants during the It’s Your Choice Open Enrollment period (October 6 through October 31, 2014). Eligible employees/annuitants will be permitted to elect an HDHP via myETF Benefits as well as through the Group Health Insurance Application/Change Form (ET-2301). All health plans will offer an HDHP option.

This summer, ETF will make the necessary changes to myETF Benefits to accommodate this enrollment for this year's It's Your Choice Open Enrollment period (details will be shared later). This includes adding the following coverage types and related eligibility edits:

Single HDHP: 11.
Family HDHP: 12.
Medicare-Family 1: 16.

Graduate assistants, including continuants (employee types 12 and 13), and annuitants over age 65 (employee types 05 and 07) are not eligible for the HDHP or HSA. Annuitants and their dependents over age 65 will be offered the benefits under the traditional Uniform Benefits or Medicare Plus plans. Subscribers who are enrolled in Medicare or any other disqualifying health plan (i.e. another health insurance plan including a medical flexible spending account or Tricare) are not eligible to enroll in the HDHP.

Employees enrolled in an HDHP are eligible to contribute to an HSA and will be able to do so through an HSA vendor selected by the ETF Board for state employees. The HSA administrative fee will appear on each month’s Health Insurance invoice. Any employer HSA contributions will be paid to the HSA vendor or their custodian directly.
