How to Enroll or Make Changes

State of Wisconsin, Legislature and Wisconsin Court System Employees (covered by STAR):

Log in to STAR at https://ess.wi.gov to make all benefits elections during It’s Your Choice open enrollment period. During the It's Your Choice open enrollment period you can enroll or make changes to:

  • Health Insurance (including adding or declining Uniform Dental)
  • VSP Vision
  • EPIC Benefits+
  • EPIC Dental WI
  • Anthem Dental
  • Accidental Death & Dismemberment (AD&D)
  • Health and Dependent Care Flexible Spending Accounts
  • Pre-Tax Parking and Transit Employee Reimbursement Accounts
  • Health Saving Account
  • Health Insurance Opt-Out Stipend

Contact your agency payroll and benefits staff with questions.

Changes in coverage become effective January 1, 2018.

New Employees
Enroll directly through STAR at https://ess.wi.gov. Contact your agency payroll and benefits staff for more information.

UW System Employees:

Annual Benefits Enrollment (ABE) / Open Enrollment
Visit www.wisconsin.edu/abe for information on the Annual Benefits Enrollment period. To review, change or enroll in your benefits log into the MyUW portal. Once logged into the portal, go to the 'Benefit Information' module and click on the 'Enrollment' link.

During the Annual Benefits Enrollment period you can enroll or make changes to:

  • Health Insurance (including adding or declining Uniform Dental)
  • VSP Vision
  • EPIC Benefits+
  • EPIC Dental WI
  • Health Care Flexible Spending Account
  • Dependent Care Flexible spending Account
  • Health Saving Account

Changes in coverage become effective January 1, 2018.

New Employees
Enroll directly through the University of Wisconsin (UW). Visit www.wisconsin.edu/ohrwd/benefits for information on the plans available and how to enroll.

If you are electing coverage, you must enroll within 30 days of your date of hire (in an eligible position), or first eligible appointment.

UW Graduate Assistants: If this is not your first eligible appointment, you may still be eligible for the initial 30-day enrollment period if you have a 30-day employment break between appointments.

Contact your UW institution human resources office if you have any questions.

UW Hospital and Clinics Employees:

Health Insurance Enrollment / Changes:
UW Hospital and Clinics employees must complete a Health Insurance Application/Change (ET-2301) form and submit it to the UW Health HR Service Center via fax (608) 263-5778 or through a ServiceNow case. For questions, please call (608) 263-6500.

Supplemental Benefits:
UW Hospital and Clinics does not offer all of the supplemental benefits listed. Visit U-Connect (uconnect.wisc.edu) or contact the UW Health HR Service Center at (608) 263-6500 for more information and a complete list of the supplemental benefit offerings and enrollment/change instructions.

Pre-Tax Savings/Employee Reimbursement Accounts (TASC):
New Employees
All new UW Hospital and Clinics employees should have received information regarding flex-spending enrollment instructions. Please contact the HR Service Center at (608) 263-6500 with any questions. If you are electing coverage, you must enroll within 30 days of your date of hire (in an eligible position).

Open Enrollment
UW Hospital and Clinics employees may make annual elections online or by contacting TASC directly for annual flex-spending election instructions.


Retirees:

Health Insurance Changes:
Currently enrolled retirees may make changes to health insurance coverage at myETF.wi.gov. Contact ETF with questions.

Optional Plans:
Retirees should contact ETF for a complete list of optional plan offerings and enrollment/change instructions.

Health Savings Account (TASC):
For HDHP enrolled participants only
You can can enroll and make annual elections TWO ways:

  • current enrollees may make annual elections online through TASC, or
  • new enrollees can complete a paper application and submit to ETF

Other Non-STAR State Employers (Beyond Vision, Fox River Navigation System Authority, WEDC, WHEDA, WHEFA):

Health Insurance Enrollment / Changes:
State employees not paid through the STAR System: Visit myETF.wi.gov to enroll or make changes to health insurance coverage. Contact your payroll/benefits office with questions.

Optional Plans:
All non-STAR state agency and local government employees should contact your payroll/benefits office for a complete list of optional plan offerings and enrollment/change instructions.

Pre-Tax Savings/Employee Reimbursement Accounts (TASC):
Enroll and make annual elections THREE ways:

  • online: through TASC
  • telephone: 1-844-786-3947
  • paper application/change form: Contact your payroll/benefits office
