The Group Insurance Board today approved several key administrative items and discussed ongoing strategic initiatives related to the State of Wisconsin Group Health Insurance Program.

The Board approved:

  • Election of Board officers for 2022: Herschel Day, chair; Nathan Houdek, vice-chair; and Nancy Thompson, secretary.
  • The four-week timeframe of September 26-October 21, 2022, as the open enrollment period for plan year 2023. 

Additional notable meeting highlights include:

  • Several strategic initiatives, including mental health parity and access, and high deductible health plan product strategy. Board direction will be incorporated into future action related to these initiatives.
  • Reviewed and discussed preliminary benefit and contractual program agreement.
  • The COVID-19 pandemic and recent federal guidance for over-the-counter test kit coverage. Most group health insurance program participants can now obtain over-the-counter COVID-19 diagnostic tests at no cost.
  • Initial retrospective review of bariatric surgeries, which cost $4.4 million in 2020 and $7.27 million in 2021. Additional research of claims data and associated cost savings from improved health outcomes will be presented in a follow-up report to the Board in 2023.
  • Total group health insurance program membership remained stable for 2022.

The Board’s next regularly scheduled meeting is set for May 18, 2022.
