The Group Insurance Board today approved changes to simplify the Income Continuation Insurance Program for employers and members and addressed other topics affecting the administration of the State of Wisconsin Group Health Insurance Program.

Changes to the Income Continuation Insurance Program, effective in 2024, will increase the maximum earnings eligible for standard coverage from $64,000 to $120,000, and eliminate the supplemental coverage offering. In addition, the changes will make program administration easier for employers and the third-party administrator, which should reduce costs over the long term.

The Board also approved modifications to the Supplemental Insurance Plan Guidelines for contracts effective for the 2024 plan year, and a one-year contract extension with Navitus Health Solutions, the Board’s pharmacy benefits manager.

The Wisconsin Department of Employee Trust Funds reported on the following:

  • ETF biennial budget – A summary of the additional funding ETF requested in its budget submission, including resources for replacing legacy IT systems and positions to address critical customer service needs.
  • Wellness – An in-depth review of the Well Wisconsin Program, including its genesis with individual health plan offerings; changes to better target member health and wellness; regulatory compliance; costs; and impact.
  • Weight management – An ongoing analysis of the impact of overweight and obesity on long-term health and an overview of medical, pharmaceutical, and lifestyle approaches to treatment.
  • Wisconsin health market – An overview of recent industry mergers, acquisitions, and facility changes that may affect access to services or program costs. In addition, a new interactive tool comparing national and Wisconsin hospital revenue and costs has become available. ETF will be incorporating this information into its annual health plan contracting process.

Several audit reports were also reviewed by the Board, including the Well Wisconsin Program, pharmacy benefits program, and third-party information systems security management practices.

The Board’s next regularly scheduled meeting is February 22, 2023.
