This news for local employers in the health program provides information on 2021 insurance rates, as well as updates for the 2021 plan year. The 2021 health benefits open enrollment period is September 28 - October 23, 2020.

Rates

Wisconsin Public Employer’s Group Health Insurance premium rates will be available after the August 19 Group Insurance Board (Board) meeting. Once available, they will be posted on the ETF website and shared via ETF E-mail Updates. 

  • Full premium rates will be published to the ETF website
  • Program Option rates with the 88% contribution table and tier information will be published to the ETF website 
    • The 105% contribution table is available upon request

Service Area Changes

ETF will present counties requiring the State Maintenance Plan (SMP) for 2021 to the Board for approval at the August 19 Board meeting. The SMP participation detail below is anticipated for 2021 but will not be final until approved by the Board. Members should make sure their providers are in-network or select another plan.

  • SMP will no longer be available in the following counties: Forest
  • SMP will be offered in the following counties: Buffalo, Crawford, Florence, Jackson, La Crosse, Monroe, Pepin, Pierce, Polk, Rusk, St. Croix, and Trempealeau
     

It’s Your Choice Employer Kickoff Events

Reminder! The It’s Your Choice 20201 employer kickoff event for plan year 2021 will be held virtually. The kickoff meeting will follow a similar agenda as in previous years, providing an update on important health news and a preview of 2021 health benefits materials. 

Can’t attend the kickoff event at its scheduled time? Recordings of virtual kickoff meetings will be posted to the ETF website for viewing anytime. 

Virtual Alternatives for Open Enrollment Benefit Fair Activities 

ETF will host a series of online events for employers and members to provide information for the 2021 plan year. Participating vendors include health plans and supplemental vendors, such as ConnectYourCare, DeltaVision, and StayWell. ETF staff will also participate. Event details and registration information will be posted to the ETF website in the near future.

  • 60-minute sessions for local employers to learn more about individual health plans and benefit vendors and have their questions answered

    • Health insurance and pharmacy benefits for active members
    • Health insurance and pharmacy benefits for retirees
    • Dental and vision coverage
    • Supplemental benefits 
    • Wellness program

Vision Plan

New for 2021: The supplemental vision plan offered through ETF will be available to WPE (local) employers. No resolution needs to be submitted to participate in this program. If you would like to offer this benefit to your employees for 2021, or would like more information, please contact Megan Wohlfeil or ETFsales@deltadentalwi.com with Delta Dental.

DeltaVision (offered through Delta Dental of Wisconsin) in partnership with EyeMed Vision Care is the new supplemental vision plan for 2021. The benefit offering is the same as the current coverage provided by VSP, but at a lower rate. Members will receive a new vision member card from EyeMed prior to the start of the new plan year. 

Coverage includes:

  • No charge for standard progressive lenses
  • Annual routine exams for adults (twice per year for children)
  • Annual contact lens exam and $150 allowance for contacts or frames

Dental Plans

Delta Dental of Wisconsin will continue to provide dental plans in 2021. In addition to Uniform Dental, which is available to those enrolled in health insurance under the Wisconsin Public Employers Group Health Insurance Program, Delta Dental will again be providing three supplemental dental plans in 2021. Returning for 2021 are the Preventive Plan, Select Plan and Select Plus Plan.

Securian Accident Plan

New for 2021: The supplemental Accident Plan offered through ETF will be available to WPE (local) employers. No resolution needs to be submitted to participate in this program. If you would like to offer this benefit to your employees for 2021, or would like more information, please contact Kjirsten Elsner or Jody White with Securian Financial.

Benefit Change for 2021: The accidental death & dismemberment benefit provided through the Accident Plan has been increased from $25,000 to $100,000.

The Accident Plan gives active employees cash to help cover out-of-pocket expenses regardless of health insurance coverage. Plan is portable until age 70 as long as the member had coverage as an active employee. Coverage includes: 

  • Concussions    
  • X-rays
  • Dislocations    
  • Hospitalization
  • Lacerations    
  • Surgeries
  • Fractures
  • Accidental death & dismemberment (up to $100,000)
  • And many other medical and support benefits, including identity theft protection and travel assistance
