Open enrollment is September 26 – October 21, 2022. Any changes made during this period will be effective January 1, 2023. Make the most of open enrollment:

WEA Trust No Longer Available - Action Required
If you are currently enrolled in a WEA Trust health plan, you must enroll in a new health plan during open enrollment. WEA Trust Plans include:

If you do not enroll in a new health plan, you won't have coverage as of January 1, 2023.
Despite the departure of WEA Trust from the program, you will have more health plan choices this year. Several health plans are offering new service areas, and a new health plan has joined the program.

Access Plan Providers
The Access Plan by Dean Health Plan uses the First Health provider network. Visit the First Health Locate a Provider page to confirm your provider is in-network. If you choose to seek care from an out-of-network provider, you will be responsible for paying higher out-of-pocket costs.
SMP Availability
State Employees and Retirees: SMP will continue to be offered in Florence County. Use the health plan search to find health plans and covered providers where you receive care.
Local Employees and Retirees: SMP will be offered in Florence, Marquette, Waupaca, and Waushara counties. SMP will no longer be available in the following counties: Forest, Pierce, Polk, Rusk, St. Croix, and Wood. Use the health plan search to find health plans and covered providers where you receive care.

Name Changes
Several health plans have renamed service areas for the 2023 plan year. If you are enrolled in one of the health plans listed below, you do not need to take any action during open enrollment to stay enrolled.

Medical Benefit Changes
There are two medical benefit changes:
- Health plans may now waive prior authorization for remote patient monitoring when appropriate.
- Separate behavioral therapy sessions for a patient’s immediate family are now allowed as part of an ongoing mental health and substance use disorder treatment plan.
Pharmacy Benefit Changes
A new speciality drug program (clear bagging) has been added through the University of Wisconsin Specialty Pharmacy for non-Medicare members receiving care within the UW Health System. This new program is limited to certain non-oncology specialty drugs.
If you have a medication dispensed under the program, you will receive multiple explanations of benefit (EOBs) statements. One from your health plan for the administration of the drug. Another from Navitus, for the drug itself.
This program will not impact your care. You will still have the drugs administered in the same location, by the same medical professionals, as you would have prior to this program.
Accident Plan
Beginning January 1, 2023, new benefits will be covered and cash payment amounts formost claims will increase.

These changes apply to State Employees and Retirees only.

Carryover Limits
The carryover limit for FSAs and Limited Purpoes FSAs has changed to $570. An increase of $20 from 2022 limit.
Minimum Elections and Carryover Amounts
Effective January 1, 2023, members who enroll in a flexible spending or commuter benefit account will be required to have a minimum annual contribution amount of $50. There must also be at least $50 in these accounts at the end of 2023 for funds to be carried over to 2024.
