This news for local employers provides information on 2025 health insurance rates, as well as updates for the 2025 plan year. The 2025 health benefits open enrollment period is September 30 - October 25, 2024.

Rates

Historically, the Group Insurance Board (Board) has set premium rates at its August meeting. Beginning with the 2025 plan year, the rate setting will occur earlier to accommodate local employers’ budgeting cycles and the programming needs of ETF’s new Insurance Administration System.

Wisconsin Public Employer’s Group Health Insurance premium rates were approved at the Board meeting on May 23. They will be posted on the ETF website and shared via ETF E-mail Updates in the near future.

Full premium rates, and program option rates with the 88% contribution table and tier information, will be published to the ETF website.

The 105% contribution table will be available upon request when the 88% tables are published.

Health Plan Changes

Benefit Changes

The Board approved the following medical benefit changes effective January 1, 2025:

  • Expanded the lifetime limit on orthoptic eye training from two to no more than twelve.
  • Clarified certificate of coverage language for nutritional counseling coverage to allow for nutritional counseling services related to weight management.    

State Maintenance Plan (SMP)

There will be additional SMP counties for 2025. More information will be available soon.

Local Open Enrollment Kickoff Meeting Events

Mark your calendars! ETF will host two virtual local employer kickoff events this year. The kickoff meetings will follow a similar agenda as in previous years, providing updates on important health news and a preview of 2025 health benefit materials.

Local Insurance Q&A Session

ETF will host its annual local government employer insurance question and answer session. All local employers may register to ask ETF staff any insurance (health, life, income continuation insurance) benefit-related questions.

Open Enrollment 2025 Benefit Vendor Virtual Forums

ETF will again host a series of virtual vendor forum events for employers and members, to provide information for the 2025 plan year. Participating vendors include health plans and supplemental vendors, such as Delta Dental, Optum, Securian, and WebMD. ETF staff will also be present. Event details and registration information will be posted to the ETF website in the near future.

The Benefit Virtual Vendor Forums will be scheduled during the first three weeks of the open enrollment period.

Vision Plan

DeltaVision (offered through Delta Dental of Wisconsin) in partnership with EyeMed Vision Care will continue to offer the supplemental vision plan for 2025 at the same rates offered in 2024.

Dental Plans

Delta Dental of Wisconsin will continue to provide dental plans in 2025. In addition to the Uniform Dental Benefit, which is available to those enrolled in health insurance under the Wisconsin Public Employers Group Health Insurance Program, Delta Dental will again be offering three supplemental dental plans in 2025. Returning for 2025 are the Preventive Plan, Select Plan, and Select Plus Plan. There are no changes to the monthly premiums for the supplemental dental plans.

Securian Accident Plan

The Accident Plan gives active employees cash to help cover out-of-pocket expenses, regardless of health insurance coverage. The plan is portable until age 70 as long as the member had coverage as an active employee. Coverage includes:

  • Concussions    
  • X-rays
  • Dislocations    
  • Hospitalization
  • Lacerations    
  • Surgeries
  • Fractures
  • Accidental death & dismemberment (up to $100,000)
  • And many other medical and support benefits, including identity theft protection and travel assistance
