The Group Insurance Board has approved the Wisconsin Public Employer Group Life Insurance premium rates for local employees. Claims experience has been stable, resulting in no change to local employee premium rates for Basic, Additional, and Supplemental Units for 2026. There is a $0.35 increase to Spouse and Dependent premiums for the Local Plan from $1.60 to $1.95 monthly for each unit of insurance.

Spouse and Dependent
Based on the analysis of recent experience and the size of the stabilization reserve balance, a $0.35 increase to spouse and dependent premiums from $1.60 to $1.95 monthly for each unit of insurance will be effective July 1, 2026.
Joining the Plan
Employers who do not currently participate in the Wisconsin Public Employers Group Life Insurance Program may adopt a Resolution for Inclusion Under Group Life Insurance (ET-1303), to provide employees with one or more of the plans available under the Program.
The resolution must be certified by the WRS agent for that employer or, for non-WRS pension plans only, by the authorized employer representative. Coverage will be effective on the first day of the fourth month following receipt of the certified resolution at ETF.

Lifestyle Benefits for Local Employees
Securian Financial offers Lifestyle Benefits services, a group of additional services to local employees enrolled in the life insurance plan, as well as to their immediate family members at no additional cost. LifeStyle Benefits offer legal, financial, and grief resources; travel assistance; legacy planning resources; and beneficiary financial counseling. Spouses and insurance eligible children can also use these resources. Legal, financial, and grief and legacy planning resources are available to retirees enrolled in the program.
Securian contracts with providers to offer these services at no additional cost to employees. There are no administrative responsibilities for ETF or employers. The services are optional. The service providers do not receive any personal employee information, and the providers will not initiate contact with employees.
Empathy Services
Empathy is a service that offers a comprehensive support system for preparing for a loss and after the loss of a loved one.
Empathy offers bereavement support by providing insured individuals and beneficiaries personalized guidance and care for the administrative, emotional, legal, and financial challenges both when preparing for a loss and after a loved one passes away.
Insured individuals and beneficiaries gain access to a dedicated Care Manager, who provides guidance through the emotional and practical challenges of a loss. Users receive a personalized, step-by-step Care Plan tailored to their unique situation and needs.
There is no additional cost to members to utilize this service.
