Important Information - 2025 Insurance Benefits
The annual open enrollment period has started and ends Oct. 25, 2024. This is your chance to:
- Enroll or make changes to your health insurance.
- Add or decline Uniform Dental coverage.
- Enroll in or make changes to supplemental coverage such as dental, vision, and accident insurance (if offered by your employer).
- State employees -- Enroll in a pre-tax savings account to save money on health care or dependent daycare expenses.
Notable Changes for 2025
The Group Insurance Board approved the following medical benefit changes effective Jan. 1, 2025:
- Expanded the lifetime limit on orthoptic eye training from 2 to no more than 12.
- Clarified nutritional counseling coverage to allow for nutritional counseling services related to weight management.
The annual medical deductible for the High Deductible Health Plan (HDHP) and Access HDHP have increased to comply with federal requirements:
- Individual: Increased to $1,650 (from $1,600).
- Family: Increased to $3,300 (from $3,200).

Pre-Tax Savings Accounts Limit Update for 2025:
- The annual Health Care Flexible Savings Account (FSA) and Limited Purpose FSA contributions will each increase to $3,200, with a carryover limit of $640.
- The Parking and Transit Accounts monthly contribution limits will increase to $315.
- The annual HSA contribution limit will increase to $4,300 for an individual and $8,550 for family coverage.
State Active Employees
The Department of Administration (DOA) increased the Health Savings Account (HSA) employer contribution for employees with HDHP coverage to $828 for individual coverage and $1,650 for family coverage.

2025 Insurance Benefits Forums
Register now to attend an online forum to learn more about your insurance benefits during open enrollment. Attend to learn more and ask questions directly to participating vendors, which include health plans and supplemental vendors such as Delta Dental, Optum, and WebMD. ETF staff will also participate. Forums are offered during the first three weeks of the open enrollment period. Evening sessions are available.
