The purpose of this Request for Proposals (RFP) ETJ0061 is to solicit proposals from interested and qualified vendors that possess the resources and expertise to be the third-party administrator for the State of Wisconsin Deferred Compensation Program (WDC).

The State of Wisconsin Department of Employee Trust Funds (Department), located in Madison, Wisconsin, administers the WDC, the Wisconsin Retirement System (WRS), the Group Health Insurance Program (GHIP), and a variety of other public employee benefit programs for State of Wisconsin (State) employees and many local governments. The WDC is the 7th largest s. 457 plan in the nation[1] and one of the Department’s largest programs, providing a supplemental retirement savings plan option for more than 67,000 current and former State and local government employees. WDC participants include public school teachers, current and former employees of State agencies, and employees of over 900 local governments. The WDC was created and is regulated under Chapter 40 of the Wisconsin State Statutes and is overseen by an independent governing board.

The Department intends to use the results of the RFP solicitation to award a Contract for the administration of the WDC. The Contract will be administered and managed by the Department, with oversight by the Deferred Compensation Board (Board). The RFP, its appendices, forms, addendums, attachments, and the awarded Proposal will be incorporated into the Contract. 

The initial Contract term shall commence on the date the Contract is executed by all parties thereto, after Contract negotiations have been successfully completed. Thereafter, unless earlier terminated, the term of the Contract shall continue through November 30, 2027. The Board retains the option to renew the Contract for two (2) additional three (3)-year periods.

The RFP details the procedures proposers must follow to submit a proposal and the minimum requirements that proposers must meet to be eligible for consideration.

The deadline for receipt of Proposer questions and letters of intent is April 21, 2021 by 2:00 PM CDT. Submit questions and a letter of intent as described in RFP Section 1.7 and 1.12 by email to ETFSMBProcurement@etf.wi.gov.

The deadline for receipt of Proposals for this solicitation is May 21, 2021 by 2:00 PM CDT. Submit proposals as described in RFP Section 2.3 to the Box URL listed in RFP Section 2.3.2.

This solicitation is authorized under Chapter 40 of the Wisconsin State Statutes. All decisions and actions regarding this solicitation are solely under the authority of the Board. Procurement statutes and rules that govern other State of Wisconsin agencies may not be applicable.

Any news releases or release of broadcast e-mails pertaining to this solicitation, any resulting contract(s), or the acceptance, rejection, or evaluation, or review of vendor proposals shall not be made without the prior written approval of the Department.

All modifications and other information associated with the RFP will be posted on the Department’s website provided above. Interested vendors are encouraged to check this site for updates frequently. No other notification regarding modifications will be provided.
