This news for local employers provides information on 2023 insurance rates, as well as updates for the 2023 plan year. The 2023 health benefits open enrollment period is September 26 - October 21, 2022.

Rates

Wisconsin Public Employer’s Group Health Insurance premium rates will be available after the August 17 Group Insurance Board meeting. Once available, they will be posted on the ETF website and shared via ETF E-mail Updates.

  • Full premium rates will be published to the ETF website
  • Program Option rates with the 88% contribution table and tier information will be published to the ETF website 
    • The 105% contribution table is available upon request

Expected Health Plan Changes

These expected health plan changes will be decided at the August 17 Group Insurance Board meeting.

No Longer Available 

  • Access Plan by WEA Trust 
  • State Maintenance Plan (SMP) by WEA Trust 
  • WEA Trust – East 
  • WEA Trust West – Chippewa Valley 
  • WEA Trust West – Mayo Clinic Health System

Members currently enrolled in in a WEA Trust offering must enroll in a new health plan during open enrollment. If they do not, they will not have coverage as of January 1, 2023. 

New Access Plan, Medicare Plus, and State Maintenance Plan Vendor(s) To Be Announced

The Board will approve new health plan vendor(s) for the Access Plan, Medicare Plus, and State Maintenance Plan programs on August 17, 2022. Additional details will be provided following the Board meeting.

New Health Plan 

The Board may approve new health plan(s) for the 2023 plan year at the August 17 meeting. If any additional health plan(s) are approved, additional details will be provided following the Board meeting.

Service Area Change

The Board may approve new health plan service area(s) for the 2023 plan year at the August 17 meeting. If any additional health plan service area(s) are approved, additional details will be provided following the Board meeting.

State Maintenance Plan (SMP)

ETF expects:

  • SMP will no longer be available in the following counties: Forest, Pierce, Polk, Rush, and Wood.
  • SMP will be newly offered in the following county: Marquette.
  • SMP will continue to be offered in the following county: Florence.

It’s Your Choice Employer Kickoff Events

Reminder! The It’s Your Choice 2023 employer kickoff event for plan year 2023 will be held virtually. The kickoff meeting will follow a similar agenda as in previous years, providing an update on important health news and a preview of 2023 health benefits materials. 

Can’t attend the kickoff event at its scheduled time? Recordings of virtual kickoff meetings will be posted to the ETF website for viewing anytime. 

Virtual Open Enrollment Benefit Fair Activities 

ETF will host a series of online events to provide information for the 2023 plan year. Participating vendors include health plans and supplemental vendors, such as Delta Dental, Securian Financial, and WebMD. ETF staff will also participate. Event details and registration information will be posted to the ETF website in the near future. 

2023 Benefit Vendor Virtual Forums

  • Scheduled throughout the open enrollment period
  • 60-minute sessions for employers and members to learn more about individual health plans and benefit vendors and have their questions answered

  • Scheduled throughout the open enrollment period
  • 60-minute sessions for members to ask questions about their benefits to ETF benefits staff
  • Three different session topics will be offered on a rotating basis:
    • Health insurance and pharmacy benefits for active members
    • Health insurance and pharmacy benefits for retirees
    • Dental, vision, and accident plans

Vision Plan

DeltaVision (offered through Delta Dental of Wisconsin) in partnership with EyeMed Vision Care will continue to offer the supplemental vision plan for 2023 at the same rates offered in 2022.

Dental Plans

Delta Dental of Wisconsin will continue to provide dental plans in 2023. In addition to the UDB, which is available to those enrolled in health insurance under the Wisconsin Public Employers Group Health Insurance Program, Delta Dental will again be providing three supplemental dental plans in 2023. Returning for 2023 are the Preventive Plan, Select Plan, and Select Plus Plan.

Securian Accident Plan

Benefit Changes for 2023: Beginning January 1, 2023, cash payment amounts for most claims will increase. New benefits for 2023 include surgical anesthesia, joint replacement, and modifications to home and vehicle. 

The Accident Plan gives active employees cash to help cover out-of-pocket expenses regardless of health insurance coverage. The plan is portable until age 70 as long as the member had coverage as an active employee. Coverage includes:

  • Concussions    
  • X-rays
  • Dislocations    
  • Hospitalization
  • Lacerations    
  • Surgeries
  • Fractures
  • Accidental death & dismemberment (up to $100,000)
  • And many other medical and support benefits, including identity theft protection and travel assistance
