The 2024 health benefits open enrollment period is set for September 25–October 20. This is when you can make changes for next year, including switching health plans, coverage levels, or adding/deleting certain dependents. Watch for your open enrollment materials, which the Department of Employee Trust Funds will distribute and post online in mid-September.
Any changes made during the open enrollment period will be effective January 1, 2024. Check our website for the latest information.
2024 Premiums
Health insurance premiums will increase in 2024. The overall medical insurance increase will be 11.8% for state government employees and 15.1% for local government employees.
The actual rate increases for individual non-Medicare Group Health Insurance Program members will differ due to contributions by local employers and health plan choice. The Department of Administration, Division of Personnel Management determines both the state government employee contribution to the premium and the employer contribution to the Health Savings Account.

Highlights of Changes in 2024
Group Health Cooperative of South Central Wisconsin (GHC-SCW) Network Split: Starting January 1, 2024, GHC-SCW will split into two separate networks GHC-SCW Dane Choice and GHC-SCW Neighbors. See provider county details on the 2024 Insurance Changes page.
- Retirees and most employees* who are currently enrolled in GHC-SCW will automatically be enrolled in GHC-SCW Dane Choice unless they elect to enroll in a different health plan during open enrollment. If you have a primary care provider or primary care clinic outside of Dane County and want to keep GHC-SCW as your insurance provider, you will need to enroll in the GHC-SCW Neighbors health plan.
- *STAR employees who are currently enrolled in GHC-SCW will not be automatically enrolled and must enroll in a new health plan during open enrollment. To keep GHC-SCW as your insurance provider, enroll in either the GHC-SCW Dane Choice or GHC-SCW Neighbors. If you do not enroll in a new health plan, you will not have coverage as of January 1, 2024.
Medical Benefit Changes: The annual medical deductible for the High Deductible Health Plan (HDHP), Local HDHP, and Access HDHP plans has increased to comply with federal requirements:
- Individual: increased to $1,600
- Family: increased to $3,200
