Corrections 8/12/2021:

  • Active Employee and COBRA Continuant Delta Dental PPO® - Select Plus Plan rate updated to $64.28
  • Retiree Delta Dental PPO® - Select Plan rate updated to $22.26

This news for state employers provides information on 2022 insurance rates, as well as updates for the 2022 plan year. The 2022 health benefits open enrollment period is September 27 - October 22, 2021.

Rates

State rates will be approved at the Group Insurance Board (Board) meeting on August 18. The Division of Personnel Management will then determine the state employee contribution rates. Once available, they will be posted on the ETF website and shared via ETF E-mail Updates. 

Expected Health Plan Changes

These expected health plan changes will be decided at the August 18 Group Insurance Board meeting.

New Health Plan 

Aspirus Health Plan is newly available for the 2022 plan year. 

Service Area Change

Quartz Community is expected to split into Quartz Central and Quartz West networks starting in 2022. Members currently enrolled in Quartz Community should select a new health plan.

State Maintenance Plan

ETF expects:  

  • SMP will be newly offered in Florence County. 

It’s Your Choice Employer Kickoff Events

Reminder! The It’s Your Choice 2022 employer kickoff event for plan year 2022 will be held virtually. The kickoff meeting will follow a similar agenda as in previous years, providing an update on important health news and a preview of 2022 health benefits materials. 

Can’t attend the kickoff event at its scheduled time? Recordings of virtual kickoff meetings will be posted to the ETF website for viewing anytime. 

Virtual Open Enrollment Benefit Fair Activities 

ETF will host a series of online events for employers and members to provide information for the 2022 plan year. Participating vendors include health plans and supplemental vendors, such as Delta Dental, Optum Financial (formerly ConnectYourCare), and WebMD (formerly StayWell). ETF staff will also participate. Event details and registration information will be posted to the ETF website in the near future.

  • Scheduled throughout the open enrollment period
  • 60-minute sessions for employers and members to learn more about individual health plans and benefit vendors and have their questions answered

Vision Plan

DeltaVision (offered through Delta Dental of Wisconsin) in partnership with EyeMed Vision Care will continue to offer the supplemental vision plan for 2022 at the same rates offered in 2021.

Dental Plans

Benefit Change for 2022: Coverage of composite resin fillings for back teeth added to the Supplemental Preventative Plan and the Uniform Dental Benefit (UDB). 

Delta Dental of Wisconsin will continue to provide dental plans in 2022. In addition to the UDB, which is available to those enrolled in health insurance under the State of Wisconsin Group Health Insurance Program, Delta Dental will again be providing three supplemental dental plans in 2022. Returning for 2022 are the Preventive Plan, Select Plan, and Select Plus Plan.

Securian Accident Plan

New for 2022: UW Hospital and Clinics employees are eligible to enroll in the Accident Plan for coverage beginning January 1, 2022. 

Benefit Changes for 2022: The cash payment amount for most claims will increase beginning January 1, 2022. The monthly rates will not increase from 2021 to 2022. Outpatient rehabilitation therapy coverage is a new benefit for 2022.

The Accident Plan gives active employees cash to help cover out-of-pocket expenses regardless of health insurance coverage. The plan is portable until age 70 as long as the member had coverage as an active employee. Coverage includes: 

  • Concussions    
  • X-rays
  • Dislocations    
  • Hospitalization
  • Lacerations    
  • Surgeries
  • Fractures
  • Accidental death & dismemberment (up to $100,000)
  • And many other medical and support benefits, including identity theft protection and travel assistance
