The It's Your Choice 2023 employer kickoff event for plan year 2023 will be held virtually. This kickoff meeting will follow a similar agenda as in previous years, and a recording of this event will later be available on the ETF website for viewing anytime.
The It’s Your Choice employer kickoff meeting provides an opportunity to receive information from representatives from the health plans, pharmacy benefit manager, supplemental plans, wellness vendor (WebMD), and ETF regarding benefit program changes that are effective January 1, 2023.

State Insurance Q&A Session
ETF will host its annual state group health insurance program question and answer session. All state employers may register to ask ETF staff any insurance (health, life, income continuation insurance) benefit-related questions.

Employer Application Deadline
As a reminder, employer processing of applications will end on November 11, 2022. Please mark this date on your calendars.
ETF's Virtual Benefits Outreach Activities
ETF staff and vendors will not attend in-person benefit fairs this year. Please continue to check the member education section of the ETF website for benefit education opportunities this fall.
ETF will again host a series of virtual benefit vendor forums to provide information for the 2023 health plan year and answer employer questions. These virtual forums are intended to provide the same personal interaction with benefit vendors as a kickoff event or benefit fair from the comfort of your own home or office. Employer benefits staff are encouraged to participate in as many sessions as desired in order to learn more about important changes, where to find resources, and how to help members make the most of their benefits. Registration details will be available on the ETF website this fall.
It’s Your Choice decision guides are targeted to be mailed to employers the week of September 12, 2022. The ETF It’s Your Choice 2023 webpages are scheduled to go live that same week.

Vendor Contact List
The Health Plan & Vendor Contacts (ET-1728) contains each health plan and vendor partner’s contacts for membership and coverage, claims, supplies, employee assistance programs, and complaints/grievances. The form is for employer use only; do not provide to employees. Employees must contact health plans using the contact information in the It’s Your Choice materials.
WEA Trust Transition
WEA Trust will no longer offer health insurance as of December 31, 2022. This change impacts approximately 52,000 members in all current WEA network areas and plan designs offered by the State of Wisconsin Group Health Insurance Program. View the June 22 Department News for more details.
- Members who currently have coverage through WEA will continue to have coverage with WEA through December 31, 2022.
- Members who currently have coverage through WEA will need to select a new health plan during the 2023 open enrollment period – September 26 to October 21, 2022.
- New network offerings will be finalized on August 17 by the Group Insurance Board – changes will be announced on the ETF website and via ETF E-Mail Updates.
- The WEA transition will be the key focus of 2023 open enrollment activities.
