The Department of Employee Trust Funds will survey both members and employers this quarter to better understand their preferences for paying for health insurance.
The Group Health Insurance Program (GHIP) Plan Design Survey collects demographics information and preferences for premium rates and other cost sharing (e.g., copays, deductibles, coinsurance, out-of-pocket limits) for health and prescription benefits. Responses are confidential, and only combined and anonymous results will be reported.
Employers are encouraged to make the member survey available to their employees and to complete the employer survey with information about their organizations.
The member survey is intended for GHIP participants and non-participants. ETF will also email the survey to non-Medicare retirees.
Survey Schedule
- November 10, 2025 – GHIP Plan Design Survey for Members available
- December 1, 2025 – Deadline for members to submit completed surveys
- December 1, 2025 – GHIP Plan Design Survey for Employers available
- December 19, 2025 – Deadline for employers to submit completed surveys
The member survey will be made available two ways, including a SurveyMonkey link on the ETF website and an ETF Department News ETF E-mail Updates email sent to state and local employers. Please forward the email with survey link to your employees.
The employer survey will be made available via a SurveyMonkey link included in a targeted ETF E-mail Updates email sent to ETF’s list of employer primary contacts. Please complete only one survey per organization.

Background
ETF and the Group Insurance Board (Board) periodically review GHIP plan design structures to maintain affordability and long-term sustainability. Feedback from members and employers is highly valued by the Board when making decisions about program changes.
ETF will analyze survey results and aggregate claims utilization data to make recommendations to the Board about possible plan design changes in the 2027 plan year and beyond.
