THE STATE OF WISCONSIN DEPARTMENT OF EMPLOYEE TRUST FUNDS

The purpose of Request for Proposal (RFP) ETH0039-48 is to provide interested and qualified vendors with information to enable them to prepare and submit competitive proposals to perform compliance audit services on third party administrator (“TPA”) contracts for the following State of Wisconsin employee benefit programs and services:

ETH0039 Internal Revenue Code Section 125 Cafeteria Plan and Employee Reimbursement Account Program

ETH0040 Health Savings Accounts Program

ETH0041 Commuter Fringe Benefit Accounts Program

ETH0042 Pharmacy Benefit Program

ETH0043 Income Continuation Insurance Program

ETH0044 Life Insurance Program

ETH0045 Uniform Dental Insurance Program

ETH0046 Wellness and Disease Management Program

ETH0047 Data Warehouse and Visual Business Intelligence Services

ETH0048 Wisconsin Deferred Compensation Program

 

The Wisconsin Department of Employee Trust Funds (Department) administers the Wisconsin Retirement System (WRS), the group health insurance program for state employees and many local governments, and a variety of other public employee benefit programs. The WRS is the 8th largest pension system in the nation, providing retirement benefits for more than 620,000 current and former state and local government employees on behalf of approximately 1,500 employers. Detailed information about the programs listed above is included in the RFP. Vendors may submit a proposal to audit one, two, or all ten of the programs/service listed above, however, submitting a proposal for more than one program/service is not a requirement.

The Department intends to use the results of the RFP solicitation to award one or more contract(s) for contract compliance audits for the programs/service listed above. The RFP documents and the awarded proposal(s) will be incorporated into the contract(s). The contract(s) will be administered and managed by the Department, with oversight by the State of Wisconsin Employee Trust Funds Board, State of Wisconsin Group Insurance Board and/or State of Wisconsin Deferred Compensation Board (Boards). The contract term for each audit contract will commence on its date of execution by both parties and will extend unless and until either party gives the other 180 days’ notice of their intent to cancel the contract. Contractor’s performance may be reviewed by the Board and/or Department staff to inform continuation of the contract.

The RFP details the procedures proposers must follow to submit a proposal for the contract compliance audits listed above, and the minimum requirements that proposers must meet to be eligible for consideration.

The deadline for receipt of questions regarding this solicitation is Friday, October 26, 2018. Questions may be submitted as indicated in the RFP via email to ETFSMBProcurement@etf.wi.gov.

The deadline for receipt of proposals for this solicitation is Wednesday, November 28, 2018 by 2:00 p.m. CDT. Late submissions will not be considered.

This solicitation is authorized under Chapter 40 of the Wisconsin State Statutes. All decisions and actions regarding this solicitation have been delegated by the Boards to the Employee Trust Funds Secretary. Procurement statutes and rules that govern other State of Wisconsin agencies may not be applicable.

Any news releases or release of broadcast e-mails pertaining to this solicitation, any resulting contracts, or the acceptance, rejection, or evaluation, or review of vendor proposals shall not be made without the prior written approval of the Department.
