Health benefits open enrollment starts today and goes through October 20. Changes made during this period will be effective January 1, 2024. During open enrollment Group Health Insurance Program members can:

  • Pick a different health plan or changing coverage levels.
  • If eligible, enroll in or make changes to supplemental coverages like dental, vision, or the Accident Plan.
  • If eligible, enroll in a pre-tax savings account to save money on health care, dependent day care, or transit expenses.

Notable Plan Changes

  • Medical premium increases: The overall medical insurance premium increase will be 11.8% for the state program and 15.1% for the local program. The actual rate increases for members may differ due to health plan choice and/or employer premium contributions. Go to the 2024 Medical Premium Increases page to learn more.
  • Group Health Cooperative of South Central Wisconsin (GHC-SCW) Network Split: Starting January 1, 2024, GHC-SCW will split into two separate networks GHC-SCW Dane Choice and GHC-SCW Neighbors. See provider county details on the 2024 Insurance Changes page.
    • Retirees and most employees* who are currently enrolled in GHC-SCW will automatically be enrolled in GHC-SCW Dane Choice unless they elect to enroll in a different health plan during open enrollment. If you have a primary care provider or primary care clinic outside of Dane County and want to keep GHC-SCW as your insurance provider, you will need to enroll in the GHC-SCW Neighbors health plan.
      • *STAR employees who are currently enrolled in GHC-SCW will not be automatically enrolled and must enroll in a new health plan during open enrollment. To keep GHC-SCW as your insurance provider, enroll in either the GHC-SCW Dane Choice or GHC-SCW Neighbors. If you do not enroll in a new health plan, you will not have coverage as of January 1, 2024.
  • Medical Benefit Changes: The annual medical deductible for the High Deductible Health Plan (HDHP), Local HDHP, and Access HDHP plans has increased to comply with federal requirements:
    • Individual: increased to $1,600
    • Family: increased to $3,200
