This news for local employers provides 2025 health insurance rates, as well as information about the expansion of the State Maintenance Plan (SMP). The 2025 insurance benefits open enrollment period is September 30 - October 25, 2024.

Rates

Wisconsin Public Employer’s Group Health Insurance premium rates were approved at the Board meeting on May 23. Full premium rates for all program options and their 88% contribution tables with tier information are now posted on the ETF website.

State Maintenance Plan (SMP)

For 2025, SMP will be the Tier 1 plan in 41 counties. SMP is administered by Dean Health Plan and offers Uniform Benefits. SMP’s network serves the local population in Wisconsin counties where no Tier 1 plans are offered, and includes providers located in Wisconsin and Michigan’s Upper Peninsula, as well as some counties in Minnesota. ETF and Dean are working to prepare materials for you and your employees about SMP for open enrollment. More information will be provided.

Where will SMP be Tier 1? 

  • SMP will continue to be offered in the following counties: Adams, Ashland, Bayfield, Burnette, Clark, Columbia, Douglas, Florence, Forest, Green, Iron, Juneau, Langlade, Lincoln, Marathon, Marquette, Menominee, Oneida, Polk, Portage, Price, Richland, Sauk, Sawyer, Taylor, Vilas, Washburn, and Wood. 
  • SMP will be newly offered in the following counties: Barron, Buffalo, Dunn, Grant, Iowa, Jefferson, Lafayette, Pepin, Pierce, Rock, Rusk, St. Croix, and Walworth. 
  • Waupaca and Waushara counties will no longer qualify for SMP.
