The Department of Employee Trust Funds (ETF) manages retirement, insurance, and other benefit programs for state and local government employees and retirees of the Wisconsin Retirement System (WRS). We are passionate about our work and committed to providing quality services to our members. ETF needs to staff mission-critical positions timely and with qualified resources. ETF is looking for staffing companies who can place candidates inspired by ETF’s mission.

ETF expects to use the results of this RFP to make multiple awards - up to 8 - in each of two lots. 

  • Lot 1 – Accountant
  • Lot 2 – Benefit Specialist/Benefit Assistant, Long-Term Assistant, Long-Term Professional

ETF also wants maximum flexibility to structure new positions to retain qualified candidates. That flexibility includes Other Positions as Needed, which does not appear in either Lot 1 or Lot 2 because the cost for Other Positions as Needed will not be scored. However, proposers who agree to cover Other Positions as Needed and demonstrate their flexibility with it, and the positions in general, will have an advantage in non-cost scoring.

Proposals are due to ETF's BOX site by August 4, 2025 at 2 PM CDT.  Late submissions will not be considered. 

All further notices regarding this RFP, including responses to vendor questions and any other updates, will appear here, the Department’s web site at https://etf.wi.gov/node/41781. Interested vendors are encouraged to check this site for updates frequently. No other notification regarding modifications will be provided.

The Department expects the contract to commence November 1, 2025, after negotiations have been successfully completed. The initial contract term will be 3 years, followed by 2 optional, 1-year renewals. Extensions beyond this may occur as needed for 1 year (or shorter) to transition services to another service provider during a transition plan. All staffing companies must hold their rates for the entire time, including any renewals. 

In the Informational area of Appendix 8 Cost Proposal, ETF is asking for a  discount for a longer Initial term of more than 3 years and up to 5 years. This discount will not figure into the cost basis for award, and is not required, but may be applied to the contract's Rate Card incorporated into the final contract if a supplier fills out this part of the Cost Proposal, is awarded, and signs a contract with ETF, for all positions the supplier is covering. 

The RFP document, its appendices, the Q and A, and the awarded proposal will be incorporated into the contract.

This solicitation is authorized under Chapter 16 of the Wisconsin State Statutes.

Any news releases or release of broadcast e-mails pertaining to this solicitation, any resulting contracts, or the acceptance, rejection, evaluation, or review of vendor proposals shall not be made without the prior written approval of the Department.
