The purpose of these Request for Proposals (RFPs) is to provide interested and qualified vendors with information to enable them to prepare and submit a proposal for actuarial audit services that would provide an independent verification of the assumptions, procedures, and/or methods used by the original consulting actuary. With regard to the services that Proposer is offering to the Department, Proposer currently has and will have no conflict of interest, including acting as the Department’s current consulting actuary on any of the RFPs for which a Proposal is submitted.
There are five (5) RFPs covered in this document:
RFP ETD0055: Income Continuation Insurance
RFP ETD0056: Duty Disability Insurance
RFP ETD0057: Sick Leave Program
RFP ETD0058: Life Insurance
RFP ETD0059: Health Insurance
The Proposal Due Date has been extended until February 23, 2024 at 1:00 P.M. CDT.
To clarify, vendors are only barred from auditing those actuarial reports they were involved in drafting for ETF.
Vendors may submit a Proposal for one, two, three, four, or all five of the RFPs.
The Wisconsin Department of Employee Trust Funds (Department) intends to use the results of this solicitation process to award one or more Contract(s) for the services described herein. Any Contract(s) resulting from these RFPs will be administered and managed by the Department, with oversight by the State of Wisconsin Employee Trust Funds Board (Board).
Up to five separate Contracts may be awarded. The first audit for each program will occur in 2024, specifically as identified in each program’s correlating appendix (Appendix 1-5) scope of work. A second audit is planned five years later in 2029 for each of the programs.
The RFP details the procedures proposers must follow to submit a proposal and the minimum requirements that proposers must met to be eligible for consideration.
The deadline for receipt of vendor questions is January 19, 2024 by 1:00 PM CST by email to ETFSMBProcurement@etf.wi.gov.

This solicitation is authorized under Chapter 40 of the Wisconsin State Statutes. All decisions and actions regarding this solicitation are solely under the authority of the Board. Procurement statutes and rules that govern other State of Wisconsin agencies may not be applicable.
Any news releases or broadcast emails pertaining to this solicitation, any resulting contract(s), or the acceptance, rejection, evaluation, or review of vendor proposals shall not be made without the prior written approval of the Department.
All modifications and other information associated with this RFP will be posted here. Interested vendors are encouraged to check this site for updates frequently. No other notification regarding modifications will be provided.
