As part of our modernization journey, ETF is partnering with Benefitfocus to implement a best practices-based, fully integrated Insurance Administration System (IAS).
The new IAS will:
- Support administration for ETF-administered health, dental, vision, accident, life, and income continuation insurances.
- Replace our current health insurance system, myETF Benefits (MEBS).
- Provide one source of data for employee information related to ETF-administered benefits.

Functionality
The new system will include:
- Eligibility and Enrollment, including member decision support tools and flexible business rule configuration.
- Data Management through electronic file transfers and data integration between ETF, employers, and benefit carriers.
- Reporting and Analytics, including a library of standard reports and robust ad hoc query, reporting, and analytics functionality.
- COBRA Administration
- Billing and Payments, including direct-billing services and consolidated invoice management.
- Communication and Engagement via mobile app capabilities, data-driven messaging, and educational videos.
- Web-Based, Self-Service Functionality for all users, including ETF staff, members, employers, and third-party administrators.

Project Timeline
Quarter 4 2022: ETF outreach for initial intake information (Complete)
Quarter 1 2023: Local employer phase kickoff (Complete)
Quarter 1 - 2 2023: Local employer discovery
Quarter 2 2023: Testing
Quarter 1 2024: Prepare for the system to go live, including training
June 2024: System goes live for all eligible employers and members
